2010 Resuscitation guidelines

Changes to First Aid Training and Risk Assessment to meet 2009 HSE Guidelines

The HSE introduced changes to first aid at work training and provision from 1st October 2009.


The initial four day First Aid at Work (FAW) course was shortened to three days and there is now a new qualification of Emergency First Aid at Work (EFAW) that requires a one day training course. There is no change to the current FAW requalification course which remains a two day course.

Why has the first Aid Course been shortened to 3 days?

Recent simplification of first aid protocols, including CPR and casualty movement has assisted in making it possible to teach the FAW syllabus in three days.

In their current Approved Code of Practice and guidance, the HSE states:

"HSE strongly recommends that first-aiders undertake annual refresher training during any three-year FAW/EFAW certification period. Although not mandatory, this will help qualified first-aiders maintain their basic skills and keep up to date with any changes to first-aid procedures". (The bold type is mine, not theirs).


It is not necessary to take the annual refresher in the same year that a requalification course to renew the certificate is undertaken.

We offer a suitable refresher course lasting 3 hours.

First Aider Requirements - revised guidelines

Employers are required to carry out a risk assessment to decide on the numbers of first aiders required and the level of training needed.

When assessing specific needs, employers need to consider:

  • workplace hazards and risks
  • the size of the organisation
  • the organisation's history of accidents
  • the nature and distribution of the workforce
  • the remoteness of the site from emergency medical services
  • the needs of travelling, remote and lone workers
  • employees working on shared or multi-occupied sites
  • annual leave and other absences of first aiders and appointed persons.

First Aid Provision - how to assess

As a guide, first aiders with a First Aid at Work certificate will be required in higher risk sites or places with a large workforce. Lower risk may require only Emergency First Aid at Work trained staff, but this will be dependant on other factors that a risk assessment should identify.
The term “Appointed Person” still exists and some small organisations with small numbers of employees and low risk may not need more than this. First aid training is not compulsory for appointed persons, but employers will still be able to send appointed persons on basic first aid training courses. This is the only level of course that can be provided by training organisations that are not approved providers. We will continue to offer a suitable four hour Emergency Aid course.
