Approved Training for LGV / PCV driver CPC (Certificate of Professional Competence)
All LGV and PCV drivers who drive professionally throughout the UK are required to undertake 35 hours of relevant training every 5 years. (EU Directive 2003/59). This affects all professional drivers of buses and coaches (D, D1, DE, D1E licence holders) and came into effect on 10th September 2008. It also applies to professional drivers of lorries (C, C1, CE, C1E licence holders) and was effective from 10th September 2009.
Driver CPC was introduced across the European Union to maintain high driving standards and improve road safety. All professional Bus, Coach and Lorry drivers (there are just a few exemptions) must hold a Driver CPC if they want to drive for a living. Any drivers of lorries of 3.5 tons+ and minibuses with 9 seats or more must obtain a Driver CPC.
Existing drivers will need to complete 35 hours of training by 9th September 2013, for Bus and Coach drivers and by 9th September 2014, for Lorry drivers.
Courses must be run by approved training centres and be approved courses of a minimum of 7 hours.
This course fulfils many employer responsibilities encompassed by workplace Drink and Drugs Policies, The Corporate Manslaughter Act 2007 & Health and Safety at Work Act 1974 Relating to the Management of Occupational Road users.
A vehicle is a ‘workplace’ under H&S legislation. It is therefore conceivable that drivers working in ignorance of the drink/drug and driving legislation, and the practical effects of this, could put an organisation at risk of falling foul of the Act in an accident where someone was killed.
There is over twice the percentage of Vocational drivers (LGV, HGV, PCV) currently disqualified for drink/drug related driving offences in the UK, when compared with non vocational drivers.
· Drivers at/just below the legal limit are 6 times more likely to be involved in a fatal crash.
· At 2 times the limit, drivers are 50 times more likely to be involved in a fatal crash.
In a survey, 77% of respondents agreed that most people don’t know how much alcohol they can drink before being over the legal drink drive limit.
It is insufficient simply to say to Occupational drivers, “do not drink or take drugs if driving”!
Numbers of accidents involving Large & Heavy Goods Vehicles are far greater than the Highways Agency would like them to be.
· Large & HGV vehicles were involved in over 25% of all accidents (2004). [20% in 2008]
· One third of all fatalities were in accidents involving HGVs (2006)

Did you know:-
· You can be disqualified for drink-driving, even if your breath alcohol content is below the legal limit?
· Most UK respondents to a recent survey didn’t know what the legal drink drive limit is.
· Only about 13% of people keep a check on the number of units they drink.
· A survey indicated that the amount of alcohol being sold is 67% higher than the self-reported information on drinking habits. This suggests that people are drinking more than they think they are.
· One in six people killed on the roads (16%), die in an accident where at least one driver was above the drink drive limit. They are also responsible for 7% of all serious injuries and 6% of slight casualties.

· You can be convicted of drug driving irrespective of what amount of drug is identified in your blood
· Illicit drugs involved in fatal road accidents increased 6 fold between 1996 and 2000 in samples taken from both driver and non driver victims.
· There was a 41% increase in drug drive convictions between 2007 (1014) to 2008 (1426)
All trainees will receive a certificate of attendance and a record of course attendees is uploaded to the driver recording database within 5 working days of driver CPC First Aid Training Course attendance.
